At the AI Action Summit held in Paris on February 10 and 11, 2025 , European Commission President Ursula von der Leyen announced an unprecedented investment of €200 billion for the development of artificial intelligence (AI) in Europe. Of this sum, €50 billion will come from EU public funds, while the remaining €150 billion will be contributed by the private sector. This initiative aims to position Europe as a leader in AI, fostering a technology that is open, inclusive, transparent, ethical, secure, and trustworthy.
However, the summit highlighted international tensions, especially with the United States. US Vice President JD Vance expressed his country's opposition to strict regulations on technology companies, warning that the Trump administration would not tolerate measures that could restrict innovation. This stance contrasts with that of the European Union, which, through its AI Act , prioritizes transparency and disclosure to ensure the ethical development of technology.
The summit also addressed other relevant issues, such as the need to prevent corporate concentration in the AI sector and to ensure its development is sustainable and environmentally friendly. The signatory countries committed to creating a platform for AI development that bridges the gap between private and public sector initiatives, promoting an AI ecosystem of common interest and accessible to all. Furthermore, the importance of anticipating the implications of AI in areas such as work, education, and production was emphasized, through the creation of observatories dedicated to these topics.
